A Designated Learning Institution (DLI) is a Canadian school that has been officially approved by a provincial or territorial government to host international students.
If you plan to study in Canada for more than six months, you must attend a DLI to qualify for a Canadian study permit.
All elementary and secondary schools (primary and high schools) in Canada are automatically classified as DLIs. However, not all post-secondary institutions—including colleges, universities, private career colleges, and technical institutes—are designated.
That’s why it’s essential to verify that your chosen school appears on Canada’s official DLI list before you submit your study permit application.
Why is a Designated Learning Institution (DLI) Important for a Study Permit?
To be eligible for a Canadian study permit, you must have a Letter of Acceptance (LOA) from a recognized DLI.
If your LOA is issued by a school that is not on the DLI list, your study permit application will be refused by Immigration, Refugees and Citizenship Canada (IRCC) — even if all your other documents are correct.
Additionally, if your goal is to stay in Canada after graduation, you need to ensure your DLI and program are eligible for a Post-Graduation Work Permit (PGWP).
Not every DLI qualifies for a PGWP, and not every program within a DLI is eligible. Verifying this information in advance can save you from major issues later.
