Good news for international graduates and skilled immigrants: British Columbia has received an increased Provincial Nominee Program (PNP) allocation for 2025, allowing the province to begin processing waitlisted International Post-Graduate (IPG) applications.

This announcement comes as a major relief for hundreds of applicants who were left in limbo earlier this year due to reduced nomination quotas under Canada’s new immigration strategy.


BC PNP Nomination Allocation Increased to 5,254 in 2025

On October 2, 2025, the Government of British Columbia announced that the province will receive 1,254 additional nomination slots, bringing its total 2025 allocation to 5,254 — up from just 4,000 earlier this year.

While this still falls short of the 8,000 nominations issued in 2024, it marks a positive recovery of nearly 70% of last year’s quota, giving renewed momentum to applicants across multiple BC PNP streams.


International Post-Graduate (IPG) Applications Back in Motion

The biggest update from this announcement is the resumption of processing for waitlisted IPG stream applications, submitted between September 1, 2024, and January 7, 2025.

This stream — designed for graduates of STEM and healthcare master’s or PhD programs from BC institutions — remains one of the province’s most sought-after pathways, especially because it does not require a job offer.

BC PNP officials have confirmed that a portion of the 2,240 waitlisted IPG applications will now move forward for processing.


Why Were BC PNP Allocations Reduced in the First Place?

Under Canada’s 2025–2027 Immigration Levels Plan, the federal government significantly scaled back permanent resident targets to manage housing demand and public service strain.

Key national changes included:

  • PR admissions target (2025): 395,000 (down from 485,000 in 2024)
  • PNP admissions target: 55,000 (down from 110,000 in 2024)

These federal reductions directly affected BC’s allocation, forcing the province to pause many non-employer-driven streams like the IPG category.


How Will BC Use the New Nominations?

The province has stated that its new nomination slots will be used strategically, focusing on:

  • Processing waitlisted International Post-Graduate applications
  • Supporting healthcare professionals and entrepreneurs
  • Prioritizing high-impact economic applicants

BC has also made it clear that it will not expand its nomination priorities further in 2025 unless Ottawa provides additional increases in allocations.


BC PNP Invitations in 2025 (So Far)

Despite limited quotas, BC has continued issuing invitations under its Skills Immigration and Entrepreneur streams.

Skills Immigration Invitations:

  • May 8, 2025: 94 invitations
  • October 2, 2025: 474 invitations
    Total: 568 invitations

Entrepreneur Immigration Invitations:

  • January 28, 2025: fewer than 10
  • March 18, 2025: fewer than 13
  • April 15, 2025: 5
  • May 28, 2025: fewer than 14
  • July 8, 2025: fewer than 17
  • August 19, 2025: fewer than 16
  • October 2, 2025: 11
    Total: approximately 86 invitations

Other Provinces Also Receiving Additional PNP Allocations

British Columbia isn’t the only province benefiting from expanded allocations. Several other regions have also received increases in 2025, including:

  • Alberta
  • New Brunswick
  • Newfoundland and Labrador
  • Saskatchewan
  • Yukon
  • Northwest Territories
