As the 14th and final community to activate its RCIP under Canada’s Rural and Northern Immigration Pilot (RNIP) framework, Moose Jaw is now accepting applications across several in-demand occupations and industries.


What Is Moose Jaw’s Rural Community Immigration Pilot (RCIP)?

The RCIP is a community-led, employer-driven immigration program designed to help smaller communities address local labour shortages by connecting qualified foreign workers with long-term job opportunities.

To qualify under Moose Jaw’s RCIP, applicants must:

  • Obtain a valid job offer from a designated employer
  • Be employed in a priority occupation and sector
  • Receive a community recommendation from the local development office
  • Meet IRCC’s language, education, and work experience requirements

Once recommended, candidates can apply for permanent residence and a work permit to begin employment while their PR application is being processed.


Priority Sectors in Moose Jaw for RCIP 2025

Moose Jaw’s RCIP focuses on sectors that directly support local economic growth. Eligible industries include:

  • Business, Finance, and Administration
  • Sales and Service
  • Trades, Transport, and Equipment Operations
  • Manufacturing and Utilities
  • Education, Law, Social, and Community Services

Excluded or restricted sectors:

  • Gas stations (except truck stops)
  • Convenience stores
  • Small IT or web development firms
  • Food service businesses with fewer than 10 employees (1 recommendation per year max)
  • Financial institutions and transport companies with fewer than 10 employees (1 recommendation per year max)

Key Rules for Moose Jaw RCIP Applicants

To ensure program integrity and fairness, Moose Jaw has implemented the following restrictions:

  • Each employer may submit a maximum of three TEER 5 applications per intake period
  • TEER 5 (entry-level) roles are capped at 25% of total community recommendations per year
  • Job offers must match both a priority occupation and sector

Eligibility Criteria for Moose Jaw RCIP

To qualify, applicants must meet the following conditions:

Job Offer:
From a designated employer in an approved sector and occupation.

Work Experience:
At least 1 year (1,560 hours) of full-time work experience in a related role within the past 3 years,
or recent graduation from a post-secondary institution in Moose Jaw.

Language Requirements:

  • CLB 4 to 6 depending on NOC level
  • Tests accepted: IELTS, CELPIP, TEF, or TCF (valid within 2 years)

Education:

  • Canadian high school diploma or foreign equivalent (ECA required)

Proof of Funds:

  • Must meet IRCC’s minimum settlement fund requirement unless already working in Canada.

Community Recommendation:

  • After employer submission, Moose Jaw’s Economic Development Office will review and issue recommendations.
