BC PNP Boosts Immigration Prospects with 1,254 Additional Nominations

International Post-Graduates Finally Get the Green Light

The British Columbia Provincial Nominee Program (BC PNP) has officially received an additional 1,254 nomination spaces from Immigration, Refugees and Citizenship Canada (IRCC), bringing its total allocation for 2025 to 5,254.

This update offers much-needed relief and opportunity for candidates caught in the backlog — especially those who applied under the International Post-Graduate (IPG) Stream, which had been placed on hold earlier this year due to limited quota availability.


A Rebound from Reduced Immigration Quotas

In 2024, BC had an allocation of 8,000 nominations. However, 2025 saw that number drop drastically to just 4,000, following the federal government’s revised immigration strategy to slow intake and reduce pressure on housing and social infrastructure.

With the latest boost of 1,254 slots, BC has now regained nearly 70% of last year’s capacity, making it one of the few provinces to bounce back mid-year.

The additional nominations, announced on October 2, 2025, are a clear signal that the province is committed to addressing both economic growth and the needs of its immigrant population.


Priority Focus: International Post-Graduate Applications

The majority of these newly allocated nominations will be used to process International Post-Graduate (IPG) Stream applications that have been waitlisted since September 2024.

These applications were paused due to the limited number of available nominations earlier in the year. Now, graduates from BC’s public post-secondary institutions holding advanced degrees in eligible fields — such as science, technology, engineering, and health — can finally move forward in their permanent residency journey.

If you applied between September 1, 2024, and January 7, 2025, your application is now likely to be reviewed.


How BC Plans to Use These Additional Nominations

Beyond the IPG stream, BC will also allocate nomination spots to:
• Healthcare professionals to address demand in the province’s public health sector
• Entrepreneurs and investors through BC’s business immigration programs
• Skilled workers in high-demand industries such as tech, construction, clean energy, and trades

These areas align closely with BC’s long-term economic strategy to fill critical labour gaps and strengthen the provincial workforce through targeted immigration.


Why Were BC PNP Numbers Cut in the First Place?

The reduction in BC’s PNP allocation for 2025 was part of Canada’s broader Immigration Levels Plan (2025–2027), which aimed to moderate overall immigration growth.

The federal government reduced the permanent resident target to 395,000, down from 485,000 in 2024. Consequently, Provincial Nominee Program allocations were halved — from 110,000 to 55,000 spots nationwide.

While provinces like BC initially faced sharp limits, many continued to lobby for additional nominations — emphasizing that their local economies and workforce needs required sustained immigration inflows.


BC PNP Draws in 2025 – A Quick Snapshot

Despite early limitations, BC has continued to conduct regular draws throughout 2025.

Skills Immigration:
• May 8, 2025 – 94 invitations
• October 2, 2025 – 474 invitations
• Total Skills Invitations: 568

Entrepreneur Immigration:
• Multiple draws throughout the year, averaging fewer than 20 invitations per draw
• Total Entrepreneur Invitations: Approximately 86

This balanced distribution reflects BC’s ongoing effort to welcome both high-skilled professionals and business innovators.


Other Provinces Also Receive Mid-Year Boosts

British Columbia is not the only province benefiting from mid-year nomination increases. Other regions, including Alberta, New Brunswick, Newfoundland and Labrador, Saskatchewan, Yukon, and the Northwest Territories, have also received extra allocations.

This demonstrates a broader federal recognition that regional immigration is essential to addressing population gaps and labour shortages outside Canada’s major metropolitan centers.
