🔍 What Is the Vulnerable Worker Open Work Permit (VOWP)?
The VOWP allows temporary foreign workers in Canada who are experiencing abuse or at risk of abuse in their current job to:

✅ Apply without needing a new job offer or LMIA

You may qualify if you meet all of the following criteria:
✔️ You are in Canada on a valid employer-specific work permit (for example, under the Temporary Foreign Worker Program or International Mobility Program)
✔️ You are experiencing abuse or are at risk of abuse in your current job
✔️ You are willing to leave your abusive situation and apply for a new permit
🚨 What Counts as Abuse?
Abuse can take many forms — and IRCC recognizes four main types:
1. Physical Abuse
– Hitting, slapping, or any kind of physical harm
– Forced confinement or restriction of movement
2. Sexual Abuse
– Unwanted sexual contact or harassment
– Threats of job loss for refusing sexual advances
3. Psychological Abuse
– Verbal harassment, bullying, or humiliation
– Threats to your immigration status or family
4. Financial Abuse
– Unpaid or withheld wages
– Illegal deductions or confiscation of your passport or documents
If you are experiencing any of these — you have the right to seek protection.
🧾 Documents You May Need
While every case is unique, IRCC may ask for:
- A copy of your current work permit
- Proof of employment (pay stubs, employment letter, contract)
- Evidence of abuse (emails, text messages, witness statements, photos, or written accounts)
- Identification documents and proof of current address
👉 You do not need to have all documents to apply.
Your safety comes first, and IRCC officers handle these cases with sensitivity and confidentiality.
⏳ How Long Does It Take?
Applications for the Vulnerable Worker Open Work Permit are given priority processing.
If approved, you’ll receive an open work permit allowing you to work for any employer in Canada while you recover and find new employment.
